In 1989, Tom started his legal career by serving the citizens of Montgomery County as an Assistant District Attorney. After serving on the Major Crimes Unit, Tom was promoted to the Chief of the ARD Unit and then the Chief of the Juvenile Division. He prosecuted his first homicide case in 1992.

He also worked as a Special Assistant to the Montgomery County Public Defender's Office handling thousands of preliminary hearings in all types of cases. The primary focus of his private practice is Criminal Defense and he has handled over a dozen homicide cases as both a prosecutor and a defense attorney.

As Legal Counsel, he advised the Executive Committee on all legal matters concerning the Fraternity.
